In general, it means reviews of the provider should be more readily available. A website and consistent reviews are about as solid as it gets short of a senior personal recommendation.

SilkMilk, I see your logic, but I'm of the mentality if FL cracks down, AL will rush to copy. Also, businesses running from FL are unlikely to stop in AL and will continue to richer hunting grounds. Richer in tolerance and choice rights. 2 cents.

Driving down Hughes this afternoon and saw quite a few sheriff vehicles out front. It looked like a surprise inspection of some kind. I didn't see any Asians on the booking / intake website.

That's entirely so that mama knows the providers aren't cheating her. I can't imagine all of that is useful for customer traceability.
