My guess, based on being a smart person who would intend to monetize this if it were my site, is that they're building a contact list of folks motivated to stop underage trafficking so they can hit them up with a fundraising round later. But I digress.

Anyway, here's the theory: the folks who post the ad (and I'd wager a million bucks that this is a one-man show, some guy running this from his apartment) say "what IF there were actually an underage girl, or a pimp of an underage girl, posting this ad?
