Re: the attempted phone theft, I admit to being complacent about leaving my windows down and valuables out while driving. Sharing your experience serves as an effective reminder that theft can happen right under your (and the cops') nose.

Passed the house I was looking for and it looked dead. Since it was late, I was not paying to much attention the the rules of the road. As I pulled in a drive way to turn around saw the refectors waiting at the corner. They backed up trying to hide. I decided to stick with the plan, and just turn around not thinking the street was a 1 way. Turns out it was a bad cal because they lite me up. The move fit my back story, so it turned out okay.
