State, federal and local law enforcement spends huge amounts of money and time fighting these things that in another state is just another business and source of tax revenue. Law enforcement, government officials, also use these services (legally and illegally-it's made the news more than a few times, sometimes spending our tax dollars for it.). The federal government even owned and ran a brothel (which it took for taxes) for a time. Who benefits from all this, I don't know-maybe, the local bar tramp who's getting more dates (and spreading just as many diseases).
