Unmarked car "tags" the vehicle and tells marked car the direction the monger is headed. Marked car flicks monger and issues a ticket for having a known prostitute in the car and seizes the vehicle. Its a pretty clever approach because the "LE check" (grab my dick / flash grab a tit) is meaningless because the girls are real SWs and not uncovers.
