The City of Detroit is a very big place, the police cannot respond to every suspicious car parked by a flashing green light. You might be able to sue over a stop, but I highly doubt that you will find a lawyer who will invest thousands in expenses and hundreds of hours over a 10 minute traffic stop that results in no arrest.
My point was simply, pay attention to those green lights because they practically announce that they are monitored with cameras. If you park for a BJ under a flashing green light, you're looking for trouble.
