Decoy counter surveillance
Next time you're on the stroll and think you see a decoy watch them and find out what happens.
Try to find out the name of the towing company. OR where the immediate tow truck corral / impound area is located. Then when we stroll through we check the lot or look for certain tow truck companies. Pics or video even better.
The scenario for being there is made-up in advance, "work for the big TV reporter scouting for stories. " Then ask if you can whip out the phone for a quote.

City council members have resigned based on bribes. Freep did a big story on it.
That means that any of the towing companies contracted by the city could be on location.
That's why I have said on several occasions that one had better know a little about how things happen on the streets of Detroit.
