If your modem is going through a router, then just change the MAC of the router. Disconnect the modem for roughly 10-15 minutes and once you reconnect the modem, Cox will assign you a new IP address.

If you have Cox use CoxWifi and your browser in incognito mode, at least for chrome. Connect to Coxwifi, reopen your browser you'll have to sign into cox account then wa la you have new IP addr and with incognito mode no cookies.
