No evidence but my take is it's prob the online bookers that the spa's use. They don't care as long as they get clients to visit the spots and they get commission. Many ads they promote online nowadays are just as explicit. Yeah, way too explicit, way too overt. The real agencies' websites use obvious euphemisms, but they're still technically euphemisms to maintain plausible deniability in the event of legal action. This seems like either a scam, or worse, a LE sting.

It's odd that they list so many locations. If it was a robbery setup, they wouldn't likely have five crews. Maybe the scam is they ask for a deposit?
