Interesting. I personally never even thought of that. I am not too sure. WA is a pretty gloomy state and doesn't have the beach culture that CA does. I am sure there are some wax and tugs up here but just based off the outside looks of the wax places here they look to be above board. Never seen anything shady looking but then again I haven't really studied wax and tugs.
