FWIW based on my own experience, my very first visit with Mei involved a massage and a HE only while she allowed roaming over her clothes. Since then, she kinda reminds me a lot of Macy with starting out CFS then within a few minutes it becomes BBFS (as well as DATY). It is all YMMV. Providers just like mongers have their own personal preferences. No two providers are exactly alike.
