I doubt they are recycling them, they are extremely clean and spray everything with alcohol. I don't think they would be using dirty rubbers on themselves. In my experience they are trying to dispose of all evidence and make sure it doesn't end up in the hotel trash. I think there are much easier ways to get access to american DNA, I'd be shocked if they were doing what you are contemplating.
