You'll need $25 to get out of quarantine. That will also give you 30 days of mail privileges. You'll need mail privileges to communicate with a new org, but once you get in, you won't need mail privileges. I usually pickup a gift card at Walmart or wherever, and do an exchange. You'll also receive some FX points, which you could redeem for mail privileges if needed.

Some places will allow you to place some code on your profile to prove that you own the account. It depends on the agency. Most figure if you can't afford $25, you can't afford to see them anyway.
