I think bars and clubs fall in the category of phase 4. We have been stuck in modified phase 2 (which is a rolled back phase 2, so it's more like phase 1 1/2) since June. The only way we can move up a phase is if the infection rate is below a certain number, which we are currently 4 x over. So at the rate we are going, clubs might reopen sometime next year, or if Culp is elected Governor and loosens the restrictions that Inslee has placed.

But we're going on half a year now. I don't know how much of a safety net clubs have. Some might just fold and not reopen at all.
