You won't get arrested for not draping. Many non-sexual massage places allow you to cover as much or as little as you want. Of course, the individual masseur or masseuse might insist that you cover yourself before they proceed, but you aren't breaking any laws if you don't. I go totally nude at my local Massage Envy with no problem.

Florida does not require draping, but requires draping be provided. It is left to the discretion of the therapist and the comfort of the client--some therapists always drape due to their own level of comfort, if it is a new client, or for any number of other reasons. That's okay. Others could care less whether you are draped or not. Note this refers only to draping, not other activities that may or may not occur. I've had many, many legit massages throughout Florida where no draping was used.
