Yes a MAT establishment can have non-lic therapists work under any MAT. But should have at least a certificate, or be going to a school.

However, the individual which owns the MAT supposed to always be present at the shop while non-lic therapists are working.

If DCCA stops by to check, they can say he / she just step out or went to buy supplies. But they can only use that excuse so much, before they get a fine usually around 1 G.
