Hard to really tell without a link to the ad, but probably a scam with no intention of meeting. You would give your credit card info and then be directed to an online cam site or other internet service. Worse case is you might give your CC info and then have it stolen or misused. Stay away from those ads.

She was just picked up and charged with a felony according to the Summit County Clerk of Courts site. You could follow that case and see what kind of treatment she gets.
