Unlike normal businesses, high level / good looking / non druggie providers don't need to make "a lot of money" by taking every call / appointment since they make enough to make themselves happy.
As long as they make a certain amount and aren't in need, she can:
- blow the rest of the callers off when she doesn't feel like "working" anymore.
- set up multiple appointments at the same time with a first come first serve policy (that's why some girls stop talking to you when you arrive at the location).
- take the better deal (someone offering a hh will get seen before someone offering a qv, the qv guy got outbid).
- decide you might be LEO and not respond to you (In her mind none of her customers will help her if she gets arrested, so she'll be as cautious as possible, even if that means blowing you off).
She can do all the above things because she has a continual supply of customers that will gladly "buy lotto tickets" and stand in line hoping they get their turn. Honestly I applaud her business sense, its a welcome change of pace to see success instead of ODing or jail.
