It also depends on the days that you are staying. During the weekdays (like Tuesday to Thursday), a room can cost (after taxes and fees) $60 to 70 a night (as you suggest, like Circus Circus or Stratosphere). But when you hit the weekend nights, even the cheaper places (assuming you want to be on the strip or even Downtown LV) would end up being $150+ (after taxes and fees) a night.

Here is how I get into pussy that needs refs in a new city. See a newbie friendly girl and then ask her to be a reference for her when you have the date, after the deed is done. There are always newbie friendly girls. Some girls don't take refs from out-of-city girls or girls from different boards. There isn't a guarantee, but once you treat her good and she is comfortable with you, she shouldn't refuse. Its kinda how they secure themselves, so they usually work with it.

When needing refs then you have to earn them. It may mean seeing a girl that you may not necessarily have as a first choice, but you need a ref and she is willing to provide it, then see her, after the deed is done, tip her and ask her to be a ref, write a review or 2 as well, so when you are making a new appointment with a different girl, she can look up your screen name and see that you have done reviews in the past and would be more comfortable with you.
