My UTR Sidney, claims that an undercover LEO can't bring an SP booze or cigarettes, that it's against the law for them to do that. So, she always asks a first time visitor to bring one or the other and deduct the cost from her gift. IDK if this is accurate or not, but she certainly believes it to be so.
