So even if we all just 'walked away' when we found out the woman behind the door wasn't the one in the pic, I doubt the average provider would even notice. All those other guys will happily part with their money and keep the providers who use fake pics in business.

It sounds to me that they want some type of verification that you are not LEO. Not necessarily an agency but some personal information may be helpful. I know many in this hobby do not want to give this information out but that may limit your resources. As far as not responding to you at all, I had the same issue with Asian apartments until I got verified.

I completely understand all of that but I'm just asking for "Hi can we get some verification from you? Reference from another agency in the Chicago area? Name and contact info? Any information to any sites?" Just something that I know that there is someone there on the other end. I'm not asking for them to spill all the beans I just want to make sure I'm not sending my information. To some random number that never send a reply back is all. Even hello? I know it may not be true in all cases. The pics I've seen in ads were the ones I met in person. If a girl didn't match her pics in her ad I would walk out on her.
