If you're on foot the Mexican officials will probably make you purchase a "temporary visa" for not having a valid passport but they will still let you in. From what I hear you can either pay a one time $20 fee or pay $30 for a 6 month pass.

If I forget my Passport I cross but I go through the Mexican line which is on the left.
If you get caught just act dumb and say you didn't know. If there is a lot of people you shouldn't have a problem.
