I've seen guys pull in, look up at the stairs where sometimes people might be hanging out and decide it's not worth it. The smaller dealers stay at these places and are always making the rounds. Generally it might not be so obvious to you but there always seems to be some drama going around at places on Capital and New Bern -- and Uncle LEO loves his visiting.
