Now 34, she's worked as a prostitute for more than 10 years, selling oral sex near the Eisenhower Expressway. The money she earns goes to support her children, Adriana said, as well as her heroin addiction.

Lately, local law enforcement agencies have shifted their focus to prioritize the well-being of sex workers and sex trafficking victims. But a person's access to the resources and assistance to get out of the sex trade can depend on which law enforcement agency is involved and a person's willingness to cooperate, the Tribune has found.

Soliciting a prostitute was reclassified to a misdemeanor in 2013, and the efforts to arrest johns, the men who patronize sex workers, vary among local police agencies. Chicago police made 189 prostitution-related arrests in 2025 down from 6,026 in 2001.

The Cook County sheriff's office handles much of the local enforcement of prostitution crimes. In an effort to tamp down demand, the sheriff's police's special victims unit carries out undercover sting operations across the county, targeting the men who patronize sex workers. The women encountered by the SVU are not arrested or cited, but instead are referred to the sheriff's victim support services division for assistance whenever they are ready to accept it.

Troubled territory.

Adriana and scores of other sex workers operate in a small pocket of the West Side, barely within the city limits, on the border between Austin and West Garfield Park, abutting suburban Cicero.

Their territory is just south of the Eisenhower Expressway, roughly bounded by Cicero, Fifth, Lexington and Kostner. The area half residential, half industrial is rough by any measure. It is, all day, every day, Chicago's red-light district.

Homeless encampments that serve as places for drug addicts to shoot up line several vacant and overgrown lots. Vehicles with lone male occupants zigzag down side streets and through alleys, the drivers slowing to gawk at women. Occasionally, one will stop and have a brief conversation, and the sex worker will get in the front seat before the vehicle continues to a more secluded place.

Chicago Police Department squad cars, marked and unmarked, regularly pass through, too, but the Harrison (11th) District remains one of the city's most violent and the frequent 911 calls and other, more violent crimes take priority.

Two weeks ago, a large group was gathered for a party in the 800 block of South Kilbourn Avenue, a block lined with two-story greystones and bungalows smack-dab in the center of the sex workers' territory. A drive-by shooting left a 36-year-old woman with two gunshot wounds to her leg, according to police.

One recent weekday, four female sex workers stood at the corner of Fifth and Karlov, one holding up a pocket mirror and applying lip gloss. On any given afternoon, at least a dozen scantily clad women walk the streets and alleys selling their services. Many, like Adriana, are in the throes of addiction.

Her mother-in-law will sometimes stop by to drop off food while she's working.

"Needless to say, I was consumed," Adriana told the Tribune, referring to her own warning about street life. "(I'm) finding my way out still. ".

She knows the work is dangerous. Adriana was sexually assaulted again by a john earlier this year, she said.

"I've been raped, robbed and damn near killed out here a handful of times," she said. "I can probably use both my hands to count how many times. Every door that I open and get into, I don't know if I'm going to get out. ".

Adriana is one of more than 1,200 people in the local sex trade who have been referred for social services in lieu of prosecution since 2015, records show.

Enforcement efforts.

Records show CPD's prostitution enforcement efforts are concentrated mostly in two parts of the city one is the small patch on the West Side, and the other in Garfield Ridge, on side streets just off South Cicero Avenue between 48th and 50th streets, about half a mile north of Midway Airport.

The charges vary, but may include soliciting for prostitution, solicitation of a sex act or indecent exposure. The women are taken into custody and given a court date, though the charges are almost always dropped at their initial hearing.

Sex workers on the West Side told the Tribune that police most often arrest women who reveal too much skin while they work to attract johns. Women account for the vast majority of prostitution arrests by CPD, a Tribune review of arrest and court records found. Johns are arrested and charged, too, though far less frequently.

The Chicago Police Department also carries out undercover stings at small massage parlors after the city receives complaints of vice activity. The women arrested in massage parlor raids are often Chinese or, more recently, Venezuelan immigrants, according to the Cook County public defender's office and local court records.

CPD detectives assigned to the human trafficking task force are often on the scene during massage parlor raids, records show.

Last year, state Rep. Will Guzzardi, a Chicago Democrat, introduced a bill that would decriminalize sex work in Illinois. It was referred to the Rules Committee, with no action taken in more than a year.

"It is the criminalization of adult consensual sex work that makes it so dangerous," the bill reads. "When adult consensual sex work is decriminalized, sex workers can vet their clients, can always meet clients in safe spaces of their own choosing, and can go to law enforcement for protection and support. Additionally, taxpayer dollars will not be used to target adults engaged in consensual sex rather than violent and cruel offenders. ".

The bill would not cover "coerced or non-consensual acts, which remain subject to criminal penalties. ".

"If what we want to do is protect people from trafficking, then we should focus our efforts on trafficking and traffickers," Guzzardi said in an interview with the Tribune. "That should be where our law enforcement agencies dedicate their time and energy, not to street busts for people engaging in sex work in public. ".

Connecting to services.

The Chicago Police Department's directives on human trafficking investigations stress how to recognize the signs and the different iterations of trafficking sex, labor as well as how officers can connect victims to the department's victim services section and the National Human Trafficking Hotline for resources and assistance.

Complaints of sex trafficking made to CPD are not common city data show 98 instances of "Human Trafficking Commercial Sex Acts" since 2001 but those received come from all over the city.

Asked about the situation by the Tribune, a CPD spokesperson said in a statement:

"The Chicago Police Department is committed to combating human trafficking and protecting the victims of this abhorrent crime. As outlined in CPD's policy regarding human trafficking, the Bureau of Counterterrorism's Human Trafficking Task Force works in conjunction with the Bureau of Detectives, as well as local, state and federal partners, to investigate these cases. Our goal is to not only hold accountable those responsible for human trafficking, but to support and bring justice to the adult and juvenile victims who have been forced to endure the trauma resulting from these crimes. ".

In 2015, the Cook County state's attorney's office launched a diversion program focused on connecting people arrested for prostitution with services instead of pursuing harsh criminal penalties. At their first court appearance, prostitution arrestees were screened by a nonprofit organization and offered help including drug treatment, housing assistance, job training and medical care. If they completed the program, their charges were dismissed.

A Tribune data analysis found that between 2015 and 2020,782 people entered the prostitution and trafficking intervention program. More than half 415 people successfully completed it and had their charges dropped. But participation in the program declined sharply by the end of 2019, and the COVID-19 pandemic soon disrupted court operations across the world.

The program officially ended in January 2020. Today, prosecutors still work to connect people arrested for prostitution with services if they appear in court, but most prostitution charges are dismissed quickly regardless of attendance.

"These cases are often dismissed or diverted, with a focus on connecting individuals to services and support rather than pursuing punitive outcomes," a spokesperson for the office told the Tribune.

Arrest records show stings by the sheriff's office often occur at hotels across Cook County, sometimes just outside city limits.

"We're realistic in that we don't believe that by doing one hotel sting we'll single-handedly stop all sex trafficking in the Chicago area, but we're hoping that maybe this can slow it down a little bit," Lt. Jim Draz of the sheriff's special victims unit told the Tribune. "Our hope is that maybe when somebody goes on one of these websites they think in the back of their head, 'If I respond to this ad, maybe it'll be my day to meet the special victims division. '.

While the special victims unit concentrates on disrupting and arresting traffickers and buyers, the victim support services division seeks to connect sex workers and trafficking victims with means to leave the life. The office is staffed with survivors of domestic violence, sexual assault and human trafficking.

The victim services section was started in 2021, and that year was in contact with 60 potential trafficking victims. Since then, more than 500 additional trafficking victims have been in touch, said Cyndi Kenzinger, the executive director.

"The victim or the survivor, they're leading us," Kenzinger said. "That's a trauma-informed way to do the work. If they want to work with us, we have put several resources in place to work with them, including business partnerships that've really been helpful. But if they're not ready, that's OK. They're not ready. We're not going to force them. They've already had someone running control of their life. We're not going to do that. ".

The change in strategy.

Cook County Sheriff Tom Dart said that early in his tenure, the office addressed prostitution-related offenses like other police departments across the country. That focus later shifted to target johns as well as internet sites that serve as prostitution forums.

"Our goal is to try to treat them," Dart said of the workers. "And then, while treating them, also let's get at the other part, too. Who's behind this, really? Because they clearly aren't sitting in their mansion in Winnetka. It's like, no, their life is miserably horrible. And (by) everybody's analytics, this is the worst life you could possibly have. ".

The sheriff's office targets johns in the hopes of deterring future buyers. Hundreds of men have been cited by the sheriff's office in recent years for soliciting a prostitute. When those citations occur, the buyer is fined at least $1,000 and their vehicle is towed.

Records show more than 180 men have been arrested by the sheriff's office on felony charges of sex trafficking, grooming, traveling to meet a minor and other similar crimes since the start of 2023. Most of those arrests were carried out in nearby suburbs, often at hotels.

The sheriff's office carried out a sting operation in April 2025 at a hotel in Bedford Park. Two men were arrested.

One of the men was charged with murder in 1995 when he was 15 years old and was later sentenced to 20 years in prison, records show. He is a member of a notorious South Side gang family linked to several shootings, including that of a Chicago police detective in 2007.

During his arrest, sheriff's officers allegedly found him with a handgun and he was charged with three weapons felonies, though the solicitation of prostitution charge a misdemeanor was dropped, records show. A Cook County judge ordered him confined to his home pending trial, but later issued a warrant for his arrest after he failed to appear in court. The warrant remains active.

Another recent sheriff's sting operation happened in late April along South Cicero Avenue in Garfield Ridge.

For a little more than three hours, four female undercover sheriff's officers took turns standing at 48th and Cicero and at 50th and Cicero. Other officers assigned to keep watch sat in their unmarked cars nearby, calling out descriptions of the undercover officer's movements over the radio. When the undercover officer put her hair into a ponytail, it was the signal that a deal was made.

At 11:23 am On a Thursday, the first officer exited an undercover van and walked a few yards to the southwest corner of 50th and Cicero. Twenty-one minutes later, a blue SUV approached her. She soon pulled up her hair.

"It's a go," a surveilling officer said into his radio.

"One in custody. ".

The man was taken to a sheriff's "mobile command center" about a mile away to be processed and cited. His SUV was also towed. Over the next few hours, another half dozen men were detained, cited and released.

Since 2010, the state's attorney's office has operated a dedicated human trafficking unit, featuring a group of assigned prosecutors, an investigator and a victim support specialist. Cook County prosecutors also take part in an anti-trafficking task force that includes law enforcement agencies local and federal from across northern Illinois. As of April, the state's attorney's office had a dozen pending criminal cases against alleged sex traffickers, according to an office spokesperson.

State response.

Last August, Gov. JB Pritzker signed into law the Trauma-Informed Response to Human Trafficking Act. The law aims to bolster intervention efforts and more thoroughly coordinate different agencies' responses to incidents of human trafficking across the state.

In December, the Illinois Department of Human Services released a multiyear plan aimed at further combating human trafficking.

Throughout 2025, the Illinois State Police's trafficking enforcement bureau carried out seven "human trafficking demand suppression operations" that resulted in 31 arrests across the state, according to the state police. Defendants in those cases now face charges including grooming, indecent solicitation of a minor and traveling to meet a minor.

According to the National Human Trafficking Hotline, hundreds of cases of human trafficking are reported in Illinois every year. In 2024, the most recently available year, the hotline received 219 "signals" from current or former trafficking victims.

Back on the West Side, rehab is on Adriana's mind. There have been intervention efforts before, though. After a previous arrest, she was ordered to attend a class aimed at helping her find stable housing.

"In that class, they offer a ton of services," Adriana said, but, "at that time I wasn't ready. They can't save you unless you're ready to save yourself. ".
