I suggest that she needs a phone because I don't think she has anything at this point. What follows, is my opinion, and I'm not saying it is what everyone should accept or agree with.
I believe that if someone wants to seek help, find shelter, get emergency medical care, or get support from talking to friends or family, a phone is necessary. I feel that the best way to insure that someone can never recover from hitting bottom is to leave them isolated and helpless. I've seen someone in the same situation that people are describing (a provider with substance problem) turn their life around completely once they had alternatives.
_If_ someone is actively using, and _if_ they cannot admit they have a problem, or _if_ they are not actively trying to get help, then sure, giving them an endless supply of money is enabling. These are variables that I for one do not know the status of. If on the other hand, someone recognizes that they have a problem and they are trying to do something about it, leaving them with no options gives them little chance of succeeding. I feel that people who have lost everything need a helping hand, not a cold shoulder.
I'm not saying that people here should do anything in particular. It is everyone's own choice whether they wish to try to help someone with money, business, shelter, or material things. I also don't know anything for certain about Nikki's situation as I have not discussed it with her. I do believe that she is in trouble and in turmoil, and shouldn't feel completely alone and isolated. Despair and loss of hope will not help her.
I feel that a phone is important for her safety, and for her to turn her life around, but that's my opinion.

She greeted me with a few rules in the interest of setting boundaries out of consideration of her new fellow. However, she grandfathered me in that last time since I was caught unaware.
