If you buy a throw away phone with cash, never call anyone you know in your private life, and are smart about it, the only way a pre-paid throw-away phone can be traced back to you is if they catch you with it on you or if you toss it and they pull fingerprints. It doesn't matter if they can trace the call to a particular cell or physical location if they can't tie it directly to you. And get a throw away with a small number of minutes and then go get another one. Smash the old one and toss it in a dumpster. Bye and gone.

No public IPs are dynamic. The only "dynamic" IPs are those inside of LAN boundaries and usually served by a DHCP server. These addresses usually fall within the ranges defined in RFC1812, specifically 10. 0.0. 0/8 172. 16. 0.0/12 and 192. 168. 0.0/16.

The address exhaustion concern has far more to do with transitioning from IPv4 to IPv6. It has no bearing on this particular topic.

If you have a VOIP account, which you have to have some form of account to connect to the phone system, then you are completely traceable. Even if you use a VPN to connect to the internet your call will be logged in your account. In this case, the public IP you are using is immaterial if you can be traced through your account. I don't know of any personal VOIP you can buy without using a credit card or providing other I'd. VOIP is nearly as bad as your personal cell for privacy concerns. If you know of a completely anonymous VOIP system please let me know. But even using that you have far more privacy concerns than a pre-paid mobile.

It's actually a very simple and fast process for Uncle Leo to get a warrant to obtain IP records. The threshold for the cause needed to justify a warrant in this case is relatively small and all VOIP systems keep a log of calls and IPs and other information for far longer than you think they do.

VOIP from a non-home IP has no way to trace to a single identifiable person, which means stopping outside a diner or an unsecured hotspot of some kind completely obscures you (given IP's can be assigned to anyone within the ISP's block).

Finally, while sites do store IP records, the turn over for them is notably higher, and the amount of evidence necessary to get a warrent much higher, as the burden of proof and required evidence will be higher. This means that a VOIP account, if used properly, will grant more security and less accountability than a throw away cell (at a lower price).

Caveat: if you use the VOIP from your home at any time, the security is broken; it is possible to track it back to you, directly. This means it is significantly harder to keep a VOIP secure, but it can be significantly more secure.[/QUOTE]

I did use the search and found nothing within the last year. Providers have been known to change their menus and behaviour patterns over time so I thought I would ask and see if there were any recent experiences.
