It's a felony to cross borders to perform such acts. If it's a minor in a country such as Mexico, after you're done serving there, the U.S. is still to be dealt with.
A lot of peds go to Mexico to induldge and the damnedest thing is some of the kids get jammed with drugs or what not and the police have been said to put them to work to catch the peds as a trade-off.
Don't quote me but I think it's written as to cross borders to commit what would be a felony in the U.S. whether it's legal in that country or not.
