Everything you do on the Internet is tracked through your IP. Don't be stupid and think because you are not using a phone directly it isn't traceable. It is even more traceable. Server logs keep all that info. Now wether Uncle Leo would take the tiem and expense to get a warrant for something like that for such a petty case is another thing but you are NOT safe using VOIP.
Throwaways are the safest bet. And don't pay with your CC. Pay cash for everything.

All cells made today can be turned on and used as a remote microphone (by law this must be supported for all new cells).
Cells also made since 2005 must comply with new enhanced 911 standards, and thus have a GPS which can be used to track you.
Finally, merely what cell you are in can be used to track you to a probable location or be used as evidence that you were at the scene.

VOIP from a non-home IP has no way to trace to a single identifiable person, which means stopping outside a diner or an unsecured hotspot of some kind completely obscures you (given IP's can be assigned to anyone within the ISP's block).
Finally, while sites do store IP records, the turn over for them is notably higher, and the amount of evidence necessary to get a warrent much higher, as the burden of proof and required evidence will be higher. This means that a VOIP account, if used properly, will grant more security and less accountability than a throw away cell (at a lower price).
Caveat: if you use the VOIP from your home at any time, the security is broken; it is possible to track it back to you, directly. This means it is significantly harder to keep a VOIP secure, but it can be significantly more secure.

My question would be given all the false info provided during registration, how can they determine who I am? Provided of course they don't seize it from me personally. VoIP is much more traceable. You use cell phone to use VoIP (google / Skype) , the ip is traced back to your phone. When you're on 3G you're assigned a data IP. Cell providers Do trace that ip to you and the activity of that ip when using VoIP services.
With throw away, you can only be caught "in the act". Very unlikely unless you've been under investigation for awhile. You don't have to worry about year old call / data records coming back to haunt you. Unless you're a hacker that knows how to use proxies and use secure channels, stay away from VoIP.
