Seem Shannon, white Chyna, coming out of Asian China's place on the 1800 block of 4th St just before noon today.

Seen Two girls on Lanc Ave across from the Cemetery. First one was dressed nicer and thought it might be a civvy, but the belly shirt sure looked like advertising to me. The second one was about 10 yards behind her, white top, had that clinic look to her. Both unfamiliar faces. Then seen another girl at DD. Had to turn in there to get away from an idiot driver and she was up against the building. Gave me one heck of a look as I went by but she was standing there with a dude, so I kept going. Pretty girl, blondish hair, red top, belly exposed.

Did not see any presence of boys in blue.

Or is that speculation? Sure the eastern half of Lanc Ave is in Wilmington. Could be that the jurisdiction runs to the curb on the west side or perhaps the parcels along the street? But the subdivision of Colonial Heights is clearly in NCC and not in Wilm. IF those residents appealed to Wilm for relief, Wilm would have be right to send them to NCC. Surely the resources and abilities of NCC are greater than Wilm? I don't see how WPD is involved unless those in the Greenhill neighborhood or perhaps those further down Lanc Ave in the Union Park Gardens neighborhood complained. I do not find generalizations or non-specific facts helpful in evaluation of any situation.

Now I could be wrong but I believe the comment about speeding across a jurisdictional line does not appear to be correctly stated. Sure if Wilmington PD observes you engaged in a crime and starts a pursuit, they are able to continue that pursuit across the city boarder into the county. (Fresh Pursuit* But this is a narrow exception to the 4th Amendment. I assume there are protocols in place where WPD has to notify NCCPD of such a pursuit. However if one crosses the line and THEN violates a law and is observed by WPD, I wonder if they have jurisdiction to pursue you especially if there is no imminent danger. So you are driving down Lanc Ave with fully functional taillights and you turn into Colonial Height and 10 yards down the street, you left tail light burns out, WPD can't arrest you as the "violation" didn't occure in their jurisdiction. (not to say the WPD wouldn't do it anyway and claim it happened on Lanc Ave. Ooops! Or so I have heard) In any case, the ability to pursue a criminal across boarders does not appear to indicate the presence of any agreements between PDs, etc. This is likely a foundational law or part of jurisprudence.

OK, too bad one isn't willing to speak up for the hobby and educate those ignorant of the good the clinic does. But hey, I respect anyone's right to assert privacy. But PULEEEEASE! Are you saying you really are Superman in disguise? <grin .

I'll have to agree that it is wise to be cautious out there. But an experienced hobbyist like you should still be able to play the game and be safe. Some of the newbies or those that don't have 50 tanks of gasoline invested into the hobby might be wise to fish one of the other strolls.

When you see Wilmington anex colonial heights it'll be the clue to what I was talking about before. Last year they annexed the back part of the graveyard because people used it as a spot. Wilmington now controls that whole graveyard, catholic one, they didn't update your map yet.

I've watched these things for years and this has been different. Normally it's the May / June, January / February token sweeps, this has been different. Wrong people got pissed off. You could also look for the girls in untypical areas. 2nd, lower Lancaster, broom, 4th, pretty much any street east of union down the hill. 4th west of Union if youre very careful. The Governor's Task force was created with these multi-agency agreements to deal with crimes in nuisance areas. If the neighbors and city council are complaining, then you best believe they are at work. So, don't think because you see a boy in blue and think you'll just drive further down to the brown clown territory, that you are safe. Hell, some of the unmarked cars out there is probably Newport or Elsmere PD. See below for bust from both 19 and 20. Further research will show just how far back this has been going on. Shoot I remember one at the Sliver Springs Apts off Lanc Ave years ago and the same time frame they hit a house up in Claymont that netted a girl that many had dated. But those were all about drugs. Didn't see anything in the news reports about dating. Best I can tell LE still needs probable cause to pull you over. Have heard that some LE will trump up reasons for "probable cause" but shoot the FBI doesn't care and thus there is no oversight of PDs. This is what needs to change is LE accountability. Oh and the folks at DELJIS aren't much better. Believe me I know as I have been on the end of the attitude, "these are my streets, I'll pull you over when ever I want to!" But if one is minding their business, has a car that meets the rules, one should be fine. Apparently 50% of the cars driving around Wilm are unregistered, have expired registrations, no tags, no insurance, expired insurance, mechanical issues, unlicensed driver, expired or suspended license, etc so these stops are easy to make and a bunch of them bundled together, with resultant seizures of contraband, make news headlines. Yeah, it is an election year and that tends to motivate politicians to address quality of life issues. But so far haven't seen any decoys out there and some of the girls are still wandering around. Not to say it isn't coming.

Now that said it pays to understand one's rights and how to handle ones self during an encounter with LE. This is one of the key things that has been discussed on these threads and with so many newbies of recent, I doubt they have these key tools in their tool chest. The question was asked about jurisdiction and how WPD could be answering calls in NCCPD territory and I gave an answer, that's all. To add to you point, cops are crooks and liars. Although, I can't confirm it's true or not because haven't seen it with my own eyes, but I have been told over the years by more than one girl that they had to "service" old uncle to stay out of trouble. They are The biggest hypocrites and really don't give a damn about harassing people to "run" them out of the area. That's their definition of community policing. Fuck the police and I mean that with conviction. They only go after the low hanging fruit, period.

Had to come in town to handle some business and came down ULA just for the hell of it. Knew I wasn't shopping or making any loops, so I was cool, just wanted to see the surroundings with all that has been reported. Dude did a pickup on Bancroft and was immediately stopped by 3 boys in brown right across from autozone. Picked up some food from the Dominican cafe and on my way back out see they were still there occupied and car was being searched. Hope it turned out better for you then it did for me. Different agency, so you may be good. This was however city territory and not one city officer in sight. I took pics of the officers cars, not the mongers because his business is his own. Trying to upload them now to show them in front of that taco stand. Again brothers, be careful out there.

It's the jump out boys. Plain cloths with lanyard badges. Usually three in the car. Windows tinted to illegal level including windshield. They also use a white one and a tan / gold one same make and model.

None were dressed in typical uniform and since there were 2 county SUV's and 1 unmarked and they all swarmed on him at one time, I assumed it was all NCC. Thanks for clearing that up.

Per the recent post, it looks like NCCPD is at least helping out the WPD to clean things up on Lanc Ave. Generally Wilmington is in NCC and the State of DE, so both NCC & State boys can operate in the city. Due to a lack of resources they usually don't. Any indications that the State is involved too?
