Not sure If the SW in question is Harley Quinn. Believe he's describing a different SW. Believe the one he's describing-- don't know, remember her name -- but she very thin and pale, pasty skin. Believe she used to, or still does post on STG. The glittery hat and scantily dressed rings a bell. Scooped her before on street behind wake Inn on Nba. Fawtee FS. Crowds onlookers can be off-putting but you're in public people are going to be present damn near everywhere. Walkers tend to hang near crowds, but sooner or later they slink away from the group. Those are times to attempt scoop. This can take a while and be hard to time.
Onlookers / crowd-- over time you'll start to not even care they're there, but understandable no one wants to drive right up to a crowd and engage a SW.
Sometimes, if you do a couple of drive-bys, past the crowd, eyes on SW, you could get her attention and sometimes they'll slink away from group noticing your vessile spinning the block a couple times and that you may be looking for something.

Time of day varies but pecan stays pretty active.
Intersection with hotel, gas stations and businesses around.
