For one, the Cuban communist government does a better job fighting cartels than Mexico (government torture and large scale execution of criminals may help with that) and 2, when I see their social media, they are all out together at clubs and restaurants living it up. I can't see handlers allowing that. Just a few nights ago, I ran into two of them at a restaurant.
