The attorney can make money keeping the event out of the courts, the police can exert perceived power over men, the prosecuting attorney can make a name for themselves, the drug non treatment facilities can substantiate their expansion, the politicians get a talking point. Too many entrenched participants that benefit from the status quo. Poor analogy but why cure cancer when you could get rich treating it? Just my jaded opinion. Stay safe guys.
