I did find that giant homeless stretch behind the 99 Cents Store and I have seen a couple of girls, but so far no one has seemed interested.

Tons of LE on Sepulveda. One girl was talking to them near Saticoy. Rest of the strip was vacant and a cop sitting a few blocks north of Sherman oaks. You are exactly right. All the sudden in the last few years all the girls that worked the known areas have disappeared.
