Hartford PD can make a quick bust in a day, whereas a murder or robbery charge could take months to solve (if at all).

Tues black SW from Manchester was busted on Elizabeth 36 YO 5 ft 4 115 lb that is 13 in last 12 days by my count plus 1 john. One I did not mention before was on Huntington. So they are all over the city. It seems random to me.
