When the weather gets warmer and the days get sunnier. And while that means a good influx of SWs around the usual spots (let's be honest, only the crackheads are out during winter), that also means more traffic (vehicles and pedestrians), which leads to noises complaints from the neighbors, which lead to an increase of police presence in said neighborhoods.
