While you're eating, just make small talk. How long have you worked here? What brought you to Charlotte / Gastonia whereever? When you're almost finished eating you can start to zero in. If it bombs then you're closer to leaving anyway. Compliment her hair or nails. If this doesn't creep her out say "You're gorgeous (even if she isn't)" then ask has she ever tried modeling? Photo modeling. Well you could do it. Would you like to try? Then offer a phone number or try to get hers. This doesn't always work, but it has worked.
A different conversation might go like this: to a waitress or girl in the dollar store or cashier:
