Who gets the funds for licensing fees? State, municipality or both?

Agree the HE busts get these places notoriety for targeting. The business license goes to the municipality. Since there is no license for a foot massage, most places have a workers permit for foot massages and that goes to the municipality too. The state of course gets the state massage license fees. I did see where the place in Kennesaw got nailed for having unlicensed therapists. I believe that is what they are going to start going after, the technical stuff since these cities and counties cannot afford to keep going to these massage parlors and paying house fees multiple times.
