Basically times when people are commuting are good. And before checkout times at motels. Found I have a lot of luck finding UTRs in the mid afternoons.

Checkout time is at 11, so money has to be made before then. When you get to someone with a sign, you can ask if they want to earn some money. Most of the time you will get a no, but every once in a while you will get a positive response or someone who will think about it. For those I tend to let them know where I'll wait for them for a few minutes, and if they don't show then I move on but try again another time. I am always polite and respectful when talking because I know they are struggling with life and don't need someone talking disrespectful to them. I did have one where she declined, but after a few times of seeing her and giving a few dollars she warmed up my offer and has been solid since.
Sightings. Not much out there, middle eastern woman on Capital at the Dunkin Donuts corner holding a sign but didn't approach her. One woman on Poole Rd. W / a sign, said she would think about. By the time I was able to ride back through there 20 minutes later she was gone.
