I would agree that Isis is the best of Stark Co. Starr's special is hard to turn down.

If Isis offered a special like that LEO would have to go to the BV area to control traffic.

I saw her a few times, and she is my favorite too. It would be real tough to find a better provider than Isis. There are less expensive providers and more expensive providers, but NOT a better provider in my humble opinion.
