The City of Columbus and many other locations have required registrations for years. The ladies provide identification and proof of eligibility to work in the US. They sign a form promising to not break the rules and pay a fee. As long as they don't have prior convictions and have not overstayed their visa, they get their registration approved to provide "non-medical" or "relaxation" massage. It's a pain in the ass for the shop owner to get every new girl registered. It also grants city inspectors justification inspect the place if there's a complaint. As long as the girls are registered, it's business as usual.

I'd like to think most of us care about the reasons that matter most about why this happens, when people are at risk or being nefarious.

Even though this article is Columbus oriented, apparently locally, DPD was involved with the task force.
