Once you are tentatively approved, you can arrange for personal interview at a number of CPB offices. My wingman did one at Otay Mesa office in about half hour total.
Recently my wingmen without SENTRI have been walking back after 8 PM weekdays and weekends quickly, no delay. I drop them off near the gate, drive through SENTRI, then pick them up near the Jack I Box. It usually takes about 10 minutes total for both of us. Driving back without SENTRI is a biitch. Those long car lines are 2 to 3 hours even late at night.

The law says you need passport to cross border. Without it CBP can hold you for half hour to a few hours to search your identity. Guys have been able to cross back with Driver License, income tax records ect to confirm citizenship and residency, but they would be at the mercy of CBP.
