I don't think they can use any video against you, unless it specifically shows a crime. The traffic cameras that you see, they can't give you a ticket with them even if you run a red or speed. But if they catch you, then look at the video, they can use that against you. But since there is no way to determine what is going on in the video (you could be giving a friend a ride) as long as they don't see the exchange of $ nor the act in itself. Just like they can't arrest you after the fact.

If you're from the burbs and you're in routinely cruising, you might score higher on an interest scale. They technically can't do anything at that point, maybe you have a brake light out now or something though etc. Where maybe before they might have not noticed it.
