Reason being that the monger has a decisive advantage. If the monger sets the meet then uncle has to scramble to get set in place. A smart monger would pick a place and scout it out in advance. LEO would be seen coming and trying to set up. Fist sign of trouble, monger pulls a no show. If one keeps their eyes open, they will avoid getting blinded.

On the other side, I have seen an outcall bust. Largely because monger screwed up. They let someone else set the meet and time. If he's not already there or close he is at a disadvantage. Dads bros are already at the party and he brought the beer and some friends to crash the fun times.

If outcall, best bet is to set the meet and time and make sure you are there already or early. Make sure it is public with plenty of cars so you aren't the only one. Keep phone out of sight and down in the car and watch as people show. Text or speaker phone call tender and see if you can identify. If not sure, say you'll be a few minutes late and just watch. Worse case, wake up from your midday nap / lunch break and get back to work. If someone asks what you are doing there, well, you just woke, ate, or are heading back to work.
