It makes it a Federal Crime punishable by 10 years in a Federal Prison to transport across a state line an individual for the purposes of prostitution or to attempt for the purposes of prostitution (or any sexual act punishable as a crime). What triggers the Mann Act is crossing the state line. If you have the Meet and Greet in Memphis, you are not violating any State law nor any Federal law. As soon as you have it in Mississippi and as soon as the first Tennessee provider crosses the Mississippi State line, you have transformed what would be a misdemeanor in Mississippi with a $250.00 fine into a Federal felony with a ten year prison sentence in a Federal Prison. It wouldn't even be necessary to have sex down there. Only that you would eventually would want to. Hey, that's the idea of the Meet and Great, isn't it? Welcome to the Mann Act.
