Tampa: No Assisted Showers (Table or otherwise) by City Ordinance

The City of Tampa passed an ordinance around late 2017/2018 that, basically, banned assisted showers in any massage establishment operating within Tampa City Limits. Cross that city limit boundary and showers are not similarly regulated.
This started with a "News" report from the "Investigative Reporter" at a local TV station in April of 2017. The "reporter" (I use the term loosely) retired not long after airing of the report (or otherwise has been drummed out of the dubious business of "Scandal/Sensational-Journalism"). Upon playing THAT up for all the ratings they could wring out of it, a local Kennedy Blvd area Morality Fanatic kicked off a 'protest' campaign, complete with a Facebook group called "Clean Up Kennedy". They mustered all of their available manpower (out-of-work, or otherwise unemployed, morally superior, mostly young (think... guys with man-buns and girls that don't wear make-up or shave their underarms), crusaders) and organized picketing in front of the most popular AMP locations. THE most popular AMP actually shut down, rather than put up with the unwanted attention, and quietly distributed the talent to OTHER local AMPs... some out of the city limits and some out of the entire county.
Anyway... it only got worse when one of the popular AMPs was found to be leasing their building from a landlord that was formerly somehow associated with city government. EMBARRASSING! Not to mention a nice juicy target for the protesters and morally superior crusaders. With all of that, the city just had to act and passed a few ordinances limiting and restricting the operation of massage places and "bathhouses". Among those restrictions: NO ASSISTED SHOWERS PERMITTED (within their jurisdiction... the city limits of Tampa).
