He was pretty bold, he would get off his motorcycle, and walk right up to the girls. And often he would walk up to civilians as well mistaking them.

Parking lots, shopping centers, places were people don't expect to see you. If you find a place where you're hiding, then you do look suspicious. Spend some time scouting the area and you will find spots. Best thing to do is stay near the area, but 1 to 2 miles away. Don't do alleys or abandon houses. You're just asking to get Robbed there.
