Most decent providers, from my experience, that offer OC are going to ask for one as part of their verification process, and I can agree to that if it's reasonable. If I was planning to meet a potential client in another county then I'd ask for one too, because it's a huge risk for them to go out there as it would be for me or any other monger to go to their IC.
