Some guys are very strict on rating HYA and only call it for 5% to 10% of kgirls. I will call it about 10% to 15%. I'm even happy with borderline HYA. I discuss this in my "Three Levels of HYA" guide:

HYA+ are 15-20 years away from MILF town. Whereas regular HYA are 10-15 years away, not much different.
The strict cutoff for regular HYA is under 30 and A-Tier (ex: Kuzumi J, Lizza, Baby Peach), with a more lenient borderline HYA being under 34 and B-Tier (ex: Jenny K, Krissy, Tiana). The lenient HYA definition is always acceptable to me. But since opinions always vary, the strict HYA cutoff is easier to agree on and makes an easier rec to HYA hunters. Plenty of HYA Hunters do like Jenny or Krissy, it's just less likely than the main HYA list.
The lenient "borderline HYA" definition would include about 15% of kgirls. There are additionaly 5% to 10% older girls who are exceptionally beautiful so they always make my list too. To be clear, some pre-MILFs look better than most HYA but that is not common.
Of course, most guys are not strict HYA hunters but want both looks and service, which is where girls like Jenny shine. I have already said in PSAs that if you are on good behavior, you can occasionally ask a booker like Get9 for girls matching your type. Within OC, CAKD tends to have exclusives too and know their own girls well. If they send a girl to LA, they'll cooperate with CGLA so it becomes multi-booking like with Love Q. The upper limit is like [B]Jenny K[/B] and [B]Katie K[/B] where at the end game, reviews stop mattering because they've maxed out on regulars and repeats. If only a girl could be 80% maxed out and get her rest. That's one good thing about [B]Love Q[/B] because any time she needed rest, she took days off. That is the right balance, but only the girl can do it.
You also had the [B]Kuzumi J[/B] situation where both the good and bad reviews worked together and helped each other. The good reviews said she was DDG or borderline DDG face. Another thing I consider is after there is consensus on a girl's pros and cons and it's been discussed to conclusion, once that girl comes back again there's no need to say much other than "she's back". The Silver Surfer method. If Jenny K and Katie K come back, we'll just Silver Surfer announce them again. Stragglers can easily research past reviews and make up their own mind. No point in aiming for 100% max.
60% to 80% max are both better in their own ways. 60% is more likely to keep a girl at full energy, but runs the added risk that she drops to 40% and leaves. It's why we review. But ultimately, a lemon gets squeezed of most of its juice and there is no point squeezing for the last drop. Girls are supposed to rotate eventually, with a few unicorn exceptions..

About starting spots aka "training grounds", reviews don't affect the actual starting spots in any meaningful way. It's true some cities are naturally better for it and are much better for training. You can see a significant difference in service style based on which city she started in. But many of the reasons are not what we think and it is sometimes random, so just enjoy the results. There is nothing much we can do about it imo.
