Are you sure that she was a decoy? In all of my years on the road I have never seen a decoy get in a monger's car.

1) Decoys don’t usually get into cars.
2) Black & White would not let a decoy out of their sight for 3 minutes

I think it was a conciendence, or the B&W saw the SW enter the car & wanted to catch them in an act.

I have to agree that a decoy is not likely to get into the car.

It is a big risk. You never know what could happen. And if LE took that risk and something bad happen in the car they would not only look stupid for trying to make a bust for a moral crime but also be responsible and get in trouble for safety violations I would think and the media would have a field day. Things to watch out for is a SW that get into a car and then get dropped out immediately. That means in most cases something is wrong.
