A better northern dividing line would be County Line Rd / Hwy Q in this area.

There are pockets that are safe. For example, a good part of Wauwatosa is mostly safe, the area immediately around Mayfair Mall is mostly safe. The immediate area around Froedtert / Childrens Hospital is mostly safe. Beyond that you are taking a high risk and your safety is definitely in question. You can thank the Chief of Police for that.
Does that eliminate a large part of Milwaukee County.... Geographically YES IT DOES. However, it does not eliminate 90% of the providers in this area... it may eliminate 90% of the BAD providers and UNSAFE providers in this area but it doesn't even come close to eliminating 50% of the providers in this area. There are plenty of safe providers South and West to keep most busy here for months. Since he is visiting, another option would be outcall to his hotel/motel.
